Design Principles

These principles are non-negotiable. They define what Governance OS is — and what it refuses to become. If a feature proposal violates these principles, it will be rejected.

1. Deterministic Kernel

The core governance loop must remain deterministic, testable, and replayable. This applies to:

  • Signal ingestion validation and canonicalization
  • Policy evaluation
  • Exception generation and deduplication
  • Decision logging (immutability)
  • Evidence pack generation

The litmus test: If the system cannot be replayed against the same dataset with identical results, it's a regression.

Determinism enables trust. You can prove that given the same signals and the same policy, the system would always raise the same exception. This is essential for audit, regulatory examination, and debugging.

2. No Recommendations in the Decision Layer

The decision surface must present symmetric options. The UI must not:

  • Rank options by preference
  • Highlight a default choice
  • Label anything as "recommended" or "suggested"
  • Nudge choices through visual emphasis or ordering

This is not a technical limitation — it's a design commitment. When the system presents options to a human, all options must be visually and structurally equivalent. The human owns the decision.

Why this matters: The moment a system says "we recommend Option A," accountability shifts. The human becomes an approver rather than a decider. When things go wrong, the defense becomes "the system recommended it." This is the opposite of what governance requires.

3. One-Screen Commitment Surface

The primary exception/decision experience must fit on one screen:

  • No scrolling required for the core decision
  • No rabbit-hole drilldowns as the default path
  • All critical context visible at the moment of commitment

Deep exploration belongs in secondary surfaces after the decision is made. At the moment of commitment, the decider should see:

  • Left column: Context (policy, signals, uncertainty)
  • Center column: Options (symmetric, no recommendations)
  • Right column: Decision capture (choice + rationale)

This constraint forces clarity. If you can't explain the exception and present options in one screen, the policy or exception is too complex.

4. Uncertainty is First-Class

Do not "clean up" uncertainty. Confidence gaps and unknowns must remain visible and explicit:

  • Signal reliability indicators (verified, provisional, estimated)
  • Missing data flags
  • Confidence intervals where applicable
  • Last-updated timestamps for stale data

Most systems hide uncertainty to appear more confident. Governance OS does the opposite. When a decision is made under uncertainty, that uncertainty is part of the evidence record.

Trust increases after the first failure. When something goes wrong and the system can show "we flagged this as uncertain at the time of decision," trust increases. When failures are surprises, trust collapses.

5. Memory is Not Logging

We record decisions and evidence for specific purposes:

  • Defend decisions — Audit, board, regulator, legal
  • Learn and improve — Tune policies based on outcomes over time

We do not record data to generate analytics dashboards for their own sake. Every piece of captured data should answer the question: "How does this help us defend or improve decisions?"

6. AI Safety Boundaries

The governance kernel is deterministic. LLMs are optional coprocessors, never the source of truth. Clear boundaries:

AI is Allowed For:

  • Extracting candidate signals from unstructured inputs (emails, documents) — with provenance and confidence scores
  • Drafting narratives from existing evidence — grounded to evidence IDs, human-approved before use
  • Policy authoring assistance — suggestions only, human-approved before activation

AI is Prohibited From:

  • Policy evaluation (determining pass/fail)
  • Severity or escalation decisions
  • Generating "recommended" options
  • Silent automation that changes state without explicit boundaries
  • Being the source of truth for evidence packs

The principle: Humans own judgment. AI assists with perception and drafting, but every mutation requires human approval with full audit trail.

Why These Constraints?

Executives don't trust AI systems because they:

  • Hide uncertainty behind confident interfaces
  • Act without clear boundaries
  • Blur responsibility when things go wrong

Governance OS earns trust by doing the opposite:

  • Autonomy is explicitly constrained — Policies define exactly what can happen without human involvement
  • Exceptions are rare and serious — When the system asks for human judgment, it matters
  • Every override is visible and owned — Complete audit trail from signal to decision
  • Failures improve the system — Outcomes are recorded and policies are tuned

Trust increases after the first failure — that's the real test.
